Jamilla is not superpowered, and she's a flightless bird. So, what makes her so special? Well, for one, she's a brilliant spy, even better than Rouge, easily able to act her way out of a paper bag, and extremely skilled in stealth ops and infiltration, including hacking and hiding in plain sight, not having a public persona helps. She also has excellent aim with firearms and trained in all sorts of military hardware, as well as CQC, utilizing agility rather than strength, also enabling such feats such as climbing with ease.
Weakness:
Can't fly, not physically strong, nor that durable.

Mostly explosives, if she has access to them.

Jamilla is a somewhat no-nonsense, snarky penguin, who has little patience for fools while on the job. However, she has a much more friendly and casual side, especially when the situation calls for it or she isn't working, it's easy to tell the regular person from the ace spy. Fairly empathetic, but also rather blunt at times.
History:
Jamilla's family has always had a knack for government work, and she herself had a similar aptitude, but nobody really expected her to outright join GUN in order to perform covert operations. Perhaps she was inspired by spy movies or something. She's not terribly talkative about why she became a spy, aside from family tradition.
Jamilla scored very highly in the covert ops tests, and was promoted to a full field agent, with an excellent track record. She was against Rouge's 'recruitment', and is rather suspicious of her. Her codename was cue to a shortage of any other good ones to pick.
